English Councils Intend to Dispose of Community Hubs and Leisure Facilities to Balance Books

Based on a recent survey of municipal councils, UK councils are preparing to offload community centers, athletic facilities, and shopping arcades as they bet on a rapid disposal of properties to stabilize finances.

Growing Financial Pressures Drive Asset Sales

The Key Cities Group for major urban areas in the UK reported that six out of ten of councils are intending to sell assets to cover the escalating costs of adult and children’s social care.

Local governments have in the past come under fire for disposing of playing fields and land to support their finances, but they argue they must continue to raise vital cash from property disposals or declare themselves bankrupt.

This coalition noted that a high proportion of councils seeking to raise money from a fire sale of assets marked “a distinct shift from 2024, when the largest share (six in ten) of local leaders said they would focus on restructuring services and using financial reserves to manage increasing financial challenges.”

Detailed Cases of Planned Disposals

One local authority in Kent announced its asset disposal plan featured the sale of a shopping centre in Rainham and a community venue in Rochester to generate 20 million pounds over five years.

  • A local golf course and business parks owned in Worcestershire and Suffolk, which all generate rent for Medway council, will also be disposed of under the plan.

Local Levy Rises and Broader Financial Pressures

The survey of local authorities in the coalition, which includes Sunderland, Southampton, Gloucester and Salford, also found that more than 70% of authorities will have to raise council taxes next April to address the rising cost of core provisions, increased rates of homelessness, and a persistent housing shortage.

The authority said it will press ahead with asset sales after steep rises in the cost of children services, support for vulnerable learners, adult social care, and short-term housing.

“We are taking innovative approaches but some of these take time to deliver both better provisions and cost efficiency,” said Vince Maple.

He continued: “There are population challenges which will continue to add to the strains we have. As a unitary authority, we had a drastic reduction in our revenue support grant from 2010-24, which is extremely difficult.”

Countrywide Patterns and Projections

A survey of county councils recently also found council budgets being stretched by the increasing figures of young people and older individuals requiring special educational assistance.

A network of councils projected that council deficits will hit 4.4 billion pounds a year by 2029, as they grapple to manage increased demand.

Ministers have put off planned reforms to the special educational needs framework until next year after a policy document setting out those reforms was recently delayed.

Disadvantage and Funding Shortfalls

According to the latest indices of deprivation (IMD) for UK local authorities, several key cities members were included in the most deprived in England.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the top 30 across the country under the latest deprivation indices,” noted the study.

“While only a single urban area is in the ten most deprived for disadvantaged communities nationally, cities are much more prone to be in the most deprived fifth of England. The data underscores the scale of challenges confronting municipal officials across key cities in the coming year,” the report concluded.

“Council officials have been clear about the necessity for a equitable and lasting funding system that accounts for and addresses the actual extent of disadvantage and demand,” stated Michael Mordey.

“Without this, local authorities will continue to face difficult decisions around which essential services to allocate spend to, and which to cut, to the detriment of their communities.”

One in five of councils have reduced or weakened care services in the last year, the study found.
